A tender process the contracting authority cancels before award, normally for legal, budget or process reasons.
When a contracting authority terminates a procurement before awarding the contract. Common reasons include irregularities in the process (such as the 2026 Education Procurement Service framework cancellation), insufficient bids, budget changes, or successful legal challenges. Authorities must publish a notice explaining the abandonment and may need to debrief tenderers. Suppliers can sometimes recover bid costs under the Remedies Regulations where unlawful conduct is shown.
