Your right to a written explanation of why your bid lost — the highest-ROI feedback loop in public procurement.
Unsuccessful tenderers are entitled to a written debrief on request, setting out the characteristics and relative advantages of the winning bid, the score awarded under each criterion, and the rationale for the marks. The debrief must be issued within 15 days of request under Regulation 86 of S.I. 284/2016. Requesting the debrief during the standstill period is essential if you intend to challenge the award — but even where no challenge is contemplated, the debrief is the most efficient source of feedback for improving future bids.
