The Health Service Executive is Ireland’s largest public sector buyer by expenditure. The HSE spends over €2 billion annually on goods, services, and capital works — covering everything from medical consumables and pharmaceutical supplies to IT systems, catering, facility management, and hospital construction.

How HSE Procurement Works

The HSE is large and complex, and procurement is not entirely centralised. Several different entities run procurement processes for the HSE:

HSE Procurement The central procurement function manages category strategies, national frameworks, and high-value individual contracts. Located at Manorhamilton Road, Sligo but manages national contracts.

HSE Estates Manages capital works — hospital construction, primary care centres, mental health facilities, estate maintenance. Has its own contractor frameworks and often runs separate procurement processes.

HSE ICT Manages IT and digital infrastructure procurement. Running significant procurement under the HSE’s digital transformation programme following the 2021 cyberattack which drove substantial technology investment.

Individual hospitals and sites Below certain thresholds, individual hospitals, community health organisations, and HSE regions can procure locally. These won’t always appear on eTenders.

OGP Framework contracts The HSE uses OGP national frameworks for many common categories — office supplies, fleet, professional services. Suppliers on these frameworks supply the HSE without separate tender processes.

HBS (Health Business Services) Provides shared services including procurement for some categories across the HSE and voluntary hospitals.

Tips for Winning HSE Contracts

Understand clinical governance requirements

Any supply to the HSE that touches patient care must meet clinical governance standards. Medical devices need HPRA certification. Clinical IT systems need clinical safety case evidence. Pharmaceuticals need supply chain traceability. Understand the regulatory framework before submitting.

Demonstrate public sector healthcare experience

The HSE wants suppliers who understand the context — infection control requirements, working in occupied hospitals, clinical workflow integration, patient data governance. Reference HSE or equivalent NHS/international health system projects specifically.

GDPR and data security

Following the 2021 HSE cyberattack, data security and GDPR compliance requirements have intensified significantly. IT suppliers must demonstrate ISO 27001 or equivalent, data processing agreements, and incident response capability. Any solution handling patient data will face extensive security assessment.

Tax clearance is non-negotiable

Every HSE contract requires a current tax clearance certificate from Revenue. Ensure yours is in date before submitting any bid.

Price frameworks realistically

HSE frameworks often have call-off mechanisms where individual contracts are awarded to the lowest framework-compliant price. If you price a framework too high in order to maintain margin, you may be compliant but never called off. Price the framework competitively with the realistic expectation of volume.
