The formal invitation, with full specification and contract terms, sent to qualified bidders.
An ITT is the formal invitation issued to suppliers (either openly or to those shortlisted from a prior selection stage) to submit priced, technical bids on a contract. It contains the specification, instructions to tenderers, the draft contract, the evaluation criteria, and the deadline. In Ireland, the term is largely interchangeable with Request for Tender (RFT) on eTenders.
